Site Selection & Development
G&Z identifies and establishes HUBZone and Indian trust land locations that offer strategic logistics access, workforce availability, and long-term growth potential. Once a site is selected, G&Z manages planning, construction, and commissioning using domesticated and vetted teams ready for rapid mobilization.

U.S. Ownership & Governance
All G&Z-developed sites are held under U.S. ownership by the Garland family and its descendants. using tribal trust land laws. This structure provides long-term stability, simplifies regulatory oversight, and offers U.S. government agencies and financial institutions a single accountable counterparty.

ASF FTZ Integration & Manufacturer Leasing
In the U.S., under the Alternative Site Framework (ASF), our facilities can be linked to multiple ports, streamlining oversight and reducing regulatory risk. International manufacturers lease production capacity through structured agreements that maintain compliance, operational standards, and transparent reporting.

Current Projects
Strategic Manufacturing Expansion: 5,000+ Factories Ready for U.S. Deployment
Garland & Zhang has secured commitments for an unprecedented manufacturing expansion in the United States: more than 5,000 light-manufacturing factories and associated shopping centers prepared to begin construction as soon as our Free Trade Zone designation is approved. These facilities are part of a coordinated initiative to relocate global production capacity into the U.S., under Made in America rules and without tariff exposure.
This initiative is fully funded through a consortium of international financial institutions—working through U.S.-domesticated conventional banking channels. Financing is already in place and expandable. Additional private-equity participation is also available for co-development and partnership structures.
To prepare for rapid deployment, our partners formed a dedicated outreach group that has been contacting large manufacturers directly. Many of these companies have already submitted preliminary documentation and expressed readiness to relocate or expand operations within the United States. Garland & Zhang is holding these commitments in reserve until the ASF Free Trade Zone approval is finalized.
Working with the world’s largest logistics and supply-chain operators G & Z will coordinate factory onboarding, transportation integration, and door-to-door supply chain continuity. Their leadership teams have reviewed our Free Trade Zone framework and confirmed full operational and financial alignment.
This initiative is further supported by private equity ivestment, as well as mineral and resource projects under evaluation around the world, all designed to secure long-term supply chain resilience for participating industries.
Once the ASF Free Trade Zone is granted, construction and deployment will begin immediately.
