Modern Supply Chains Built for Government and Private Contractors
Garland & Zhang connects government and private contractors directly with global manufacturers, delivering materials from origin to job site through an integrated global network of Free Trade Zones. Our model eliminates intermediaries, lowers costs, and shortens timelines for procurement and construction.
Important Notice
Garland & Zhang is currently awaiting final authorization for its U.S. Alternative Site Framework Free Trade Zone designation. All activities described on this site are prepared in anticipation of that approval and will commence upon issuance. This disclaimer is intended for transparency for government contractors, SBA partners, and procurement officials participating in our upcoming webinars.
A New Model for American Production
Garland & Zhang (G&Z) is a U.S.-based development company dedicated to building modern manufacturing facilities across the United States and Canada. Our model blends federally designated HUBZones, Indian trust land ownership structures, and Alternative Site Framework (ASF) Free Trade Zones to create a compliant, risk-reduced pathway for international manufacturers to enter North American markets.

How the Model Works
Site Development
We identify and/or establish HUBZone communities and Indian trust land locations suitable for rapid development. G&Z builds facilities using vetted, domesticated teams ready to mobilize.
Ownership & Governance
Factories remain under U.S. ownership using tribal trust land in the name of the Garland family and its descendants, ensuring continuity, stability, and regulatory clarity for all stakeholders.
FTZ + Onboarding
Our sites leverage the Alternative Site Framework (ASF) for unified oversight across more than 380 U.S. ports. Manufacturers lease facilities constructed by G & Z under structured agreements specifying compliance, standards, and transparent reporting.

Why Partners Trust This Model
Government Agencies
A single U.S. owner for each facility streamlines oversight, enhances transparency, and supports HUBZone economic development. ASF FTZ integration further simplifies regulatory engagement across ports.
Financial Institutions
G&Z developments are asset-backed, long-term projects structured for stability. Transparent leases and governance give financial partners the visibility they need to support cross-border investment.
International Manufacturers
International manufacturers gain compliant, cost-effective access to the U.S. and North American markets. Facilities are ready to operate with local workforce support, logistics integration, and clear operational standards.
⸻ ✥ ⸻
Global Network & Institutional Support
Garland & Zhang has attracted attention and support from key institutions across international finance, logistics, and manufacturing. Our network includes interest from financial institutions around the world. We have longstanding relationships with international logistics and supply-chain networks. Multiple U.S. government departments have expressed readiness to initiate purchasing once our trade-zone framework is approved and active.

Current & Planned Sites
Murphy, North Carolina HUBZone
Our initial base of operations. This HUBZone location has fully vetted, domesticated construction crews ready to mobilize for rapid facility development and expansion.
National HUBZone Expansion
Multiple HUBZones across the United States have been identified for development. Sites are selected for strategic access to transportation corridors, ports, and economic needs in local communities.
Canadian Expansion
The G&Z model is also offered in Canada through private equity investment and aligned trade-zone frameworks, leveraging similar regulatory structures and strong cross-border demand.

Let’s Build the Future of Manufacturing Together
Garland & Zhang welcomes collaboration with government agencies, financial institutions, manufacturers, and logistics partners. We look forward to discussing how our model can support your goals and strengthen North American production.
